So, are Customs and Immigration processes the same thing?
NO. Customs and Immigration are two different processes carried out upon entering a foreign country.
Firstly, while every international visitor must go through the immigration process, customs are only applicable to certain passengers.
The reason for this distinct eligibility lies in their functions: the Immigration department decides whether or not you are allowed to enter the country, and the Customs controls the flow of goods, “including animals, transports, foods, personal effects, and hazardous items”. Therefore, only when bringing goods into or out of a country are you required to clear customs.
Secondly, the order of Immigration and Customs can change depending on arrival or departure flights. For instance, customs takes place after clearing enter immigration and claiming luggage, allowing arrival passengers to exit the airport. On the other hand, passengers on departure flights must declare their checked baggage first to proceed with exit procedures.
Thirdly, it is self-explanatory how separate Immigration and Customs administer their inspection processes. Immigration staff will check foreigners’ documents and ask some entry/exit questions, while the customs department is likely to present required documents, answer questions, and inspect in-question goods if they deem necessary.
Last but not least, the Ministry of Finance is in charge of customs, and the immigration process is under the Ministry of Public Security’s control in Vietnam. This knowledge will allow international travelers to contact the right authority and to reach out for help without difficulties.
